Issue description

On Master changing the resolution will not have any effect until you restart the game. The screen flashes black as if it's resetting to use the new resolution, but nothing actually changes.

In 1.1.2 it switches immediately after the black screen.

Steps to reproduce this issue

Change resolution in options, then click apply.

Looks like SDL 2.0.4 has finally been released - can you please check if it's still an issue with that version? Just replacing the included SDL dlls with the runtime binaries from https://www.libsdl.org/download-2.0.php should be enough - no recompiling needed.

I tried doing that and get some weird results. Changing resolution now works instantly, but results in weird, weird issues with the screen sizing. I'll attach screenshots.

With SDL 2.0.4 I can also reproduce this under Linux and in a Windows 7 VM.
